They haven't. If they don't invest and create the jobs and the energy sufficiency needed to lower costs and stop being reliant on foreign energy imports, then a heavy windfall tax should be imposed. It's a useful bargaining/negotiation tool. Plus, it will go straight to the Treasury, not to those struggling with the cost of living.

@dalebenton3354 I'm mixed on Thatcher but Major was a major joke. The riots were in part down to the loss of social fabric that begun under New Labour.
