anyone not self employed, and earning is paying national insurance contributions, which just go into the general pot. with very few minor exceptions it is no different than having a second set of income tax. everyone with a vehicle pays road tax which does not go to roads, and fuel duty which also has nothing to do with transport, everyone also pays vat on everything except stuff in a few restricted categories. your average person on minimum wage needing a vehicle for work pays a lot of tax, and a heck of a lot more as a percentage of their income. this country needs a comprehensive review of the tax and benefits system with an aim of moving anyone on benefits away from having to pay tax at all. it also need to look at how to get the better off to actually pay a fair amount of tax, but that is a much harder problem.
