@Rishabhgoyal14002 I think what he means is the CIA doesn't believe in any of the astral realm stuff, but in order to make other people waste their time on it, they made up a nonsense project and let it be declassified, so that people think it's a secret technique they've been using. If they could interact with spiritual stuff in a predictable way, it's more likely that they would keep an advantage like that hidden away forever, maybe by using one of these alleged forbidden techniques to make sure no one could talk about it.
