  1. the incentives arent good enough for any respectable business to bother with. they can either lie to a government and risk fines and other legal action, or they can sell fake privacy and not deal with any of that hassle. none of these vpn companies are run by people who are just ~really passionate about internet privacy,~ unfortunately. tl;dr use tor instead.
