  1. most orgs are made of people who only know their limited workflow, and they see passwords as another annoyance between them and their workflow rather than something that keeps them safe, so they make weak easy to type ones and reuse them wherever possible. that attitude extends to anything on a computer as long as they don't see how it will lead to their credit card number getting stolen. source: I wrangle people like this for a living.
