  2. indirect but holulding mostly acountablie with devided power is the most common functional, because it works. You dont want people vote on like, of you need taxes, if you do that needed but uncomfortable thing, stuff thats just needed and actually good for people, but people complain. Like its really good that politicians have to be acountable and listen to peoples worries, but they should make the best decisions too, not what people say they want but what they need and is accepted and not , like taxes, it would be a mess letting people directly vote on taxes. Also switz is very small. You can have means where peoples input actually is heard and that , and matter there, and wqhatever, but direct democracy with exceptions does not work.
