  1. Not building new ones makes sense... But turning off those you already have that are in good condition in the middle of an energy crisis, when your alternative energy source is an enemy who is using that dependence against you is sheer stupidity. Get your transition sorted out, then turn them off one at a time as you have the energy independence would be the sensible solution.
