Evil people are evil because of how they think, not what colour their skin is or whether they have dangly bits or working legs. A person who has been treated differently by society is MORE likely to develop intolerant behaviours because of their treatment. Davros being a wheelchair bound man and wanting revenge (and developing wheeled stormtroopers who conveniently couldn't go up stairs) makes more sense than him being a middle aged white dude who just has a fetish for making low slung wheeled henchmen in a black metal dress with balls stuck on it. More to the point Davros wasn't just a white dude in a wheelchair, he was a fascist scientist who willingly experimented on himself and other Kaleds. He's the Doctor Who equivalent of Joseph Mengele. Are all the Daleks now going to have legs and walk now? We may as well just use Star Wars StormTroopers as a substitute. It will work out cheaper on costumes.
