  1. "Low on" doesn't mean "out of". Every nation has an "operational reserve" and some level of "backup" beyond that level to support inventory replenishment time. A reduction of "operational reserve" merely means that you need to start producing more to maintain your stockpile. How urgently you need to produce depends on demand, and when your useage is basically just giving away your old stock then the priority is still low because you can stop giving your oldest stock away.
