  1. I think variants of the Twizy can do about 45-50 mph and this would be similar, but also think Quadricycle laws in France are meant to be less than 45 mph. Given suburban speeds in Europe are often 50kph (30 mph) and even significantly less in older cities, and most major roads are about 70kph (about 43mph) that would have been their maximum speed goal. The Twizzy is a bigger and more expensive vehicle than this, however. It is not designed or rated for highways, freeways or autobahns.

  2. Technically I believe it's a Quadricycle in France, so treated as if it is a 4 wheel moped and allowed to be driven from about 14 years of age. Staged licencing is a thing. Should have similar rules introduced elsewhere, with appropriate speed and power restrictions.
