  1. Watching the Mad Nut Centre. Rick Stein when he went round highlighting food producers had them stand in front of their shop/factory, holding some of their goods. A way of showcasing what they do. That would make a nice shot, with the address and name. Plus its a way of getting them some advertising.

  2. The landlords should be offering cheap rents, for pop up, for relatively short term lets. That gets people in. For the more unusual shops. Get specialist shops in, clicks and bricks. Like the book shop doing comics. There's a place a couple of miles away from me that sells accordions. It's storage, its a shop, its a website. If people want one, they can turn up and try. Now look back at medieval shops. All the leather merchants went to the street. You could go there, get competition, but it drags in people.

Not that would they ever take a hit on their pensions. However, if you really search you can find their accounts. How big is their black hole? They are down 651 million on top of all the other debts.
