Councils get a per capita allowance. That's the total local government spend divided by the number of Brits. Each council gets the same amount per person to spend. 4. Add on a cap on pension spending. 10% of income. No guarantees. That removes whole swathes of collection and costs. Hard to dodge too. If councils want to do more, they have to get more value. Rich areas subsidise poor. Everyone is treated equally.
