  1. Here's an idea. Abolish rates. Abolish council tax. Congestion zones. Gone complete. Then a percentage of income tax goes to councils? How much? It's done per capita. i.e Same amount per person. Now personally, I'd do it on the basis of the number of Brits. That's far cheaper to collect. All those debt collectors, made redundant. Rich areas subsidise the poor. So what choices do councils have? If you want to do more, you have to be more efficient.
