  2. Exactly. That's what it should be. Ages ago I worked for large US finance co. Sarbanes-Oxley had kicked in. All the IT managers, once a week on a meeting voted for each release of code. All 500 of them. Sox meant that if there was going to be action taken by the feds all had to be prosecuted. All of them. It's called regulator arbitrage.
