Consistently underinvested. Look an investment is where you spend money, and the results of that investment means you cut costs, or you generate more income, or a combination. That has to produce a surplus over the cost of borrowing the money. So if its costs, you cut spending by more than the cost of the debt. Or if it generates an income, the income exceeds the cost of the debt. However for the state, making people poorer by taxing them isn't an income, its a punishment. So schooling. The average output of the state education system is a liability. It doesn't generate the taxes to pay for the state.
