  2. I'm in favour of abolish rates and council tax. A small increase in income tax and in corporation tax. However, here's the kicker. No guarantees for their pensions. 15% of income max on pensions. Capped. Then each council gets a per rata share of that increased taxes. They can't then raise additional revenue. They have to get value for money, not just increases in the extortion. The rich areas subsidise the poor. It's cheap because all the collection costs disappear.
