If it was defective and they carried on, then that is negligence of the highest order. I'd go farther and describe it for what it really is.

I've a complaint, Lancs officer. Well two actually. First was rejected, as expected. Second is on going. Not recording the offence by the officer. Now they have admitted they are investigating him. All the interactions from DPS in Lancs were designed to get the officer off, not dealing with the officer in the same way they treat the public. ie. Pure Two Tier. Now because DPS told a porkie, and I've the tape, I'm going to take it to the PCC. I made it a Schedule 3 complaint under the 2002 police reform act. That means I need the resolution letter. They really really really don't want me to get that letter and refer it for review. I've got the voice recordings and they have tweaked I have them. The actual referal I'll be quite straight. When people see officers doing wrong on social media, then an officer needs to look at the video, and the officer needs to refer. That's the law. They then need to put up a statement to that effect on their website, followed up with any action. They need to stop using the rules to cover up. Otherwise people like me who know the rules, will use them to circumvent their game.

Can I make a suggestion? Get her Vitamin D and Vitamin B12 levels in particular checked. The B12 produces that sort of symptom. What causes that loss? Well its most likely an immune issue. A blood test is cheap. The fix is a series of booster shots, and then top ups.

I know personally of one person who is brain dead. Clots caused a heart attack, which resulted in loss of oxygen. She's a GP. I know of other deaths. Rather a large number. I've got problems. Short term memory plus immune issues. Now I'm on injections for life for B12.

They can't afford the damages. They certainly won't admit to criminal offences.

@machineman-p5v Most are ex coppers and in this case, doing the investigation, they will be. However, the IOPC are incompetent. For example, they have a website to submit complaints. Forwarded onto police forces. So I FOI'd them. For last year, what were the outcomes of complaints submitted via their website. We don't keep those statistics was the answer.

Won't happen. 25 years starting tarrif because they will sentence him as a 18-20 year old. Question then aggravating factors? Is he a risk? Absolutely. I would expect 35 years.

@ Hear the CPS woman. Here what is comming out and has been covered up. He's clearly a very very dangerous man. So a long sentence is needed for public protection.

@RufusToots420 That's my assumption too, based on other reports and zero evidence whatsoever for any other cause.

What misinformation and what lies? They can't answer the question and the BBC isn't asking it for that reason.

@Clint52279 Yes and no. When you know the game, its an easy win. Particularly on referal. The law is very clear. You MUST be given a monthly update on progress. You must [schedule 3] get a decision letter. They regularly avoid that. The later because it goes on employment files. That's why they hate naming the officers. Same reason. They just want your money and to do nothing. Might as well get something back.
