The President of South Africa and a considerable number of political leaders in that country wanted for President Putin to visit South Africa and pesonally participate in the BRICS Summit. It was only because of the farsical arrest order issued by the International Criminal Court against Putin and the fact that South Africa is a signatory country that the Russian and South African governments decided that it was mutually convenient for both countries that Russian Secretary of State Lavrov represented Russia in the Summit. Putin could be a "virtual" partaker.
