@Pixelarter Considering the jokers in even more stable European states such as Boris Johnson in the UK, or the even more troubling likes of Poland or Hungary; I'd say that Brazil would still have issues. But if that's what you think, then that's what you think.

@Pixelarter Parliamentary systems have just as often crumpled into dictatorships as Presidential systems. Issue, as always, is internal.
