PR is PR, under US protection and sovereignty but for all intents and purposes is self-governing. Don't look at the US to solve this.

@kiddarts8812 It's indeed the US' responsibility to an extent, but the US cannot exactly do anything in this situation. This is a local issue -there are tradeoffs of power between federal and state; and Americans are too used to calling on federal help to solve issues. Of course, by state, I mean PR even if it's not one.
