The CIA never had the capacity to literally assassinate PMs of countries so far away from the Western Hemisphere, and nor was that their modus operandi -their usual mode of subterfuge was paying other people to align with them. This is more akin to the KGB. Also, to be blunt, mass shootings per capita barely kill any Americans. Way more people come in the form of Indian immigrants.
