They're talking about cluster bombs; weapons specifically ineffective in dealing with military targets and are most often used to cruelly send shrapnel everywhere to hurt the most people possible. So using them in the middle of a CITY is like claiming that you're an evil bastard. Which is what Russia is doing. The US never used cluster bombs in cities, genius. How you would YOU feel if a foreign empire started cluster bombing your city into the dirt?
