I think this is somewhat unfair to Tiberius. He certainly wasn't a good emperor by any means, but his real problem was that he didn't want the job and didn't care, and was willing to let the Macros and Sejanuses of the world do everything for him - which is what led to all the treason trials and such. And the stories about the pedophilic orgies on Capri are almost certainly false, that's the kind of nonsense that Roman writers used to slander political opponents all the time. There's no real evidence of it. So yeah, I'd say that Tiberius was more like Hirohito than Stalin - an emperor who stood by while government did horrible things in his name, who probably could've stopped it but didn't care enough to.
