A lot of the railroads are typically Federal jurisdiction and federal does have the ability to make it illegal to strike in certain situations Such as in the military, if you don't get paid in the military for an extended period of time no, you CAN NOT ever strike or threaten to "not go to work" It's possible the railroads might be in a similar situation or it's possible the courts might actually find this to be illegal or unconstitutional and possibly give that right back to the railroad workers we will have to see
