Possibly, but know that the institutions and enforcement of laws of the developed world are not very strong outside of that Policing the developing world is a very difficult and expensive process and one that's not had much success from any country trying to do so as often those who try make it worse for everyone involved That's why is so hard for anyone to do anything, the best the UN can often do is merely document the crimes and then bring them to account when the criminal who did it is ousted from power
