I think that because the problems in Yugoslavia lasted for so long and the UN peacekeeping Force failed that's why it attracted the attention of NATO I agree the mere fact that only 3 months violence happened and then stopped in Rwanda was not seen as enough to justify NATO going in there and I don't believe NATO even had capacity and infrastructure to pull something off like that in the 1990s
