I don't disagree but I mean that would only be a temporary solution at best the West would come in with their Superior military strength and be able to push them out and stop the violence but then what do you after? As soon as the western military leaves the violence will just continue "When the cats away the mice come out to play" - as the saying goes So you'd have to basically occupy the land your trying to pacify as well as build up a nation from quite literal scratch and that's an expensive undertaking
