  4. Basically if another nation asks to build infrastructure for you, DON'T LET THEM!!! At most maybe hire on advising foreign experts, if your population of workers is unskilled, but that's it Do what Japan did in the 1880s after the Meiji restoration, they sent students abroad to learn, then had them come back and built the Japanese infrastructure themselves
