For the Love of Pete I dislike having to explain this over and over again but I will if I have to When it comes to Ukraine becoming their own Nation in 1991 and the concept of them having nuclear weapons the ukrainians did not ever at anytime have the ability to utilize those weapons that the Soviets placed in the nation what the ukrainians had when they gained independence from the Soviet Union was control over physical area of the silos in which they resided in they had no means to press the red button themselves any and all codes were kept in Moscow in the Kremlin and they were never released to the Ukrainian government when they gained independence and they were never released to the Ukrainian government when they were Soviet socialist republic And that's why Ukraine in 1994 was more than eager to get rid of those weapons because they wisely recognized their existence would be possibly be used as a justification by Russia to do a special military action to "recover" their lost technology the US happily agreed to assist Ukraine because the US just likes the idea of less and less countries having nuclear weapons and I don't blame them I completely agree with that view the less countries having them the better And Russia agreed because Russia just wanted their lost technology back and they even though don't like the US they still have the same pragmatic viewas the US: whereas the less countries that have nuclear weapons the easier it is for the Russians to exert influence over those exact same countries
