It's similar to the reason why the Trump administration had to abandon it's Kurdish allies in Syria because Turkey labelled them a "terrorist group" and used it's NATO membership to tie the hands of the American government by basically saying "I'm your NATO ally you can't arm any group that I call hostile, you have to abandon them."

  38. Ethiopia wanting a navy really means that the Ethiopian government is still pissed at losing territory from the independence Eritrea gained in 1991. And it would gladly attempt to get it back from Eritrea and claim that sea access it once had, if by force, diplomacy, or even a 99 year lease like how the Chinese are doing. It still remains to be seen how this will come about. But one thing is for certain Ethiopia is indeed watching Eritrea closely.
