I imagine most people would the difficulty though is in Mexico's geography modern day Mexico is not very well blessed with a type of geography that makes enacting the rule of law from a federal capital central authority and distributing resources to balance out inequality across the nation an easy task Much of the nation especially in the north and it's center is very step rugged plateaus and cliff sides that have small island pockets of valleys where it's flat They don't have a large collection of easily navigable rivers compared to the US The one exception is the Mexican lowlands on the east coast by the gulf where it is indeed very flat and it's where most of Mexico's trade with the wider world enters And then the further south you go you eventually reach difficult to traverse jungle terrain on the border of Guatemala The largest of those valleys (The Valley of Mexico) is the where the capital city is located which means it's far easier to enact the will of the government in the capital and the surrounding area than it is in up in Baja for example Mexico will have to use creative thinking to overcome these barriers if it ever wants to rise to higher aspirations
