No. What he said was that in order to ensure that Egypt doesn't split into 3 different nations the current government of Egypt has adopted a policy that places national security and sovereignty as the top most priority. And it is doing this rather than raise the living standards of its population. It's a trade-off In order to be a country you have to ensure that you ARE a country, and this means enforcement of your borderlines and suppression of any movements that promote succession. Or you can spend all of your capital to ensure that your population is well cared for but now you have no means of effectively enforcing any of ideas of statehood and you can be challenged by a neighboring state. Policies like these swing back and forth all the time.
