The only time Afghanistan was "peaceful" and under a central authority is when the mongols ran it and it's because they were Brutal with a capital B You can't do that kind of brutality anymore which is a good thing But it helps illustrate the difficulties surrounding Afghanistan when governing it as a singular State instead of its collection of various tribal groups and their own semi- autonomy
