I have been in TONS of discussions in gun groups and other such things where idiots have claimed "BIGGUR ROUND = KILL; SMULLER ROUND = NO KILL" As if someone shot with a 22 in the skull at 20 to 30 feet was going to walk it off lol

Weapons aren't coming from Mexico - where the only place to buy firearms is from a single armory in the capital - almost all firearms in Mexico come from the US and all the firearms involved in US shootings were purchased and trafficked within the US because it's the US. Let's exclude "mass shootings" then and say "School shootings" and the argument is still the same.

It's like any other "gauge" of measurement it's usually just whatever the country invented it uses as reference - unless there was a massive council on the topic for worldwide globalization of standards ... which there will never be for weapons of war.
