@morpheusbott3370 Saying that you must purchase an item in order to win any prize is against federal law. Once payment is REQUIRED it becomes a lottery. If you haven't noticed, every single legit company running raffles or sweepstakes have an entire section in their stuff on how to enter the contest without paying money - not because it's good business sense (especially since people hardly use them), but because it's illegal to mandate purchases or financial transactions as part of any giveaway. If this regulation didn't exist I could open up a gum company tomorrow, charge each person $7, and the wrappers would be the raffle ticket serial number versus a nightly drawing.

It would still be illegal (you cannot place any mandatory purchase on a sweepstakes giveaway) but the reason he is doing the mandatory sale is to create false demand on his products. "I may give away money" vs "I will give away money."
