  4. A lot of people don't understand the issue. Its not money. It's both biological and more importantly, cultural. Most people don't want even two kids, let alone 3. Alot of people have kids when they are too old. Made worst by pollution. Everyone's biology is failing. Our reproductive abilities are struggling and that needs to change first. Its like the climate crisis except people don't accept it exists. The other issue is that people were telling women since like the 30s or earlier to delay stuff. And it worked. That's what messaging does. What did people expect when that's been the message. The message has beem anti natalist for a while to some degree(incidentally or not doesn't matter). So now people want a kid for the experience. And you only need one or two. Combine with other messaging about couples. And everything just piles on. People start families late, with a biology that will struggle. This is culturally inevitable. There's no good way around that. We can hope we can compound it too. Policies that make it easier help a little. But they'll never achieve it without some change to biology or culture. Make better safety standards to make sure products don't affect men and women's reproductive ability. And start being neutral or positive, or counter campaigns about how to be with people, when to have kids ect. Alternatively you can go crazy science fiction with it. have the government use harvested reproductive material from citizens, to produce and raise kids. Because nothing short of that or facism, or some societal collapse will really do it. These are things people don't want. Another way would be to Have the government help with storing reproductive materials for people. But that doesn't fix the problem really.
