Nor was it time tables to 2015 either. Meanwhile the militia publicly stated it would try to over throw and attack more of the civil government. It wasn't up to Ukraine alone. The Militia and proxies and Russia didn't follow most of it. Russia didn't remove it's agents, kept weapons in. Russia and the Miltia tanked it. Minsk was terrible for Ukraine, especially Minsk 2. But the Miltia, and even Russia, still didn't cooperate.
