@DarrelX-im2hb the other guy is right. But a declaration of Independence is not the constitution. They declared their independence, and referenced that they will be implementing some of the things previously mentioned. That's not a legal thing. There's no laws broken because it's not a law. It's not a treaty. It was them saying their intention. That's why it's called a declaration. The country can do whatever it wants because countries can. Russia didn't make an agreement with that declaration. It recognized the already formed state of Ukraine.

@lg2058 there's no clause. Nor is it in their independence declaration. In-between their independence, there was a possibility of an in-between association with the USSR as that shifted. This wasn't a clause but Ukraine's own idea to express it was doing this to be like the non aligned movement for the time. That is separate from when they became fully independent. While they referenced that previous thing. It wasn't a clause. It wasn't an agreement with anyone. It was separate from independence. And independence isn't conditional. Russia agreed that the country of Ukraine existed. It had nothing to do with the Soviet Republic thing. Which itself wasn't a deal with the USSR.
