  2. While that first part is true. The second part, I don't think is. There's no restriction on NATO countries selling to non NATO countries. Lots of non NATO countries are still allied or in good terms. NATO only wants interchangeable munitions so they can all use them. That doesn't prevent them for selling systems to non NATO countries.
