  1. That probably won't be rooted with a military hold on the government. Those tend to be old fashioned and conservative and slow to change.

  2. Dismantle the [power of the] military. Its gotta be tried, whether sneaky or slow. Fragment the military as much as possible. Spin off the counter terrorism as much as possible. Only other option is to hope the military suddenly wises up. Or suddenly finds a love for democracy.
