It's a real shame. The most generous interpretation is that they thought he was on drugs or a mentally unwell. The most cynical is that they thought he was a thief or "suspicious", or on drugs. Like she could have offered him a blanket, or tried to convince him to take a ride because she was worried. Instead they were almost immediately picking a problem. Like how is someone not concious that they're making that situation worst. Like how does a woman not know what kind of scary situation and humiliation she's making him go through, for literally no reason. Charitably, maybe they thought they were saving his life. They could have asked for the address to determine if it's close if he was willing to divulge that, if they had asked and explained that they were worried.
