There's literally only one Haiti. No other country is doing that bad. Haiti also had a lot against it. And became independent in a different century. Lost most of it's national resources. And had to pay to maintain it's freedom. PR has a lot more than Haiti to start with. They have infrastructure. Other islands survive. And I don't know where you heard that they don't have natural resources from. Ultimately I think they should move towards an alliance. But one that they join instead of being conquered. On their terms.

Why the hostility? The government did undermine the independence movements for decades before. So the government did care about keeping them. They feared another Cuba too.

Nothing wrong with the U.S helping a neighbor and former territory. As well as independence isn't immediate. There's transitory steps.

@doct1400 there's been other territories that have left. And Hawaii complains about it's history. And native Americans complain too. It's just that once it's a state, it's just history.

@kevinjackson2314 there's literally no reason the U.S can't help. Along with other countries. Plus again, look at the history of this kinda thing. It's not a bandaid pull. It's like weeks/years in a hospital. It's a slow process, overtime.
