  1. May have created the conspiracy position by suppressing it. A pandemic is when countries are at war with a virus. The military are best suited to get around a country faster than asking the populace to do - whatever. Im not sure but it seems that asking the military to have a position against this threat is a logical occurrence. I bet that if done openly this wouldn't look the same.
