  1. Just concerning the title, no! Eugenics was a fad that turned into psuedo science related to Piltdown man and Phrenology. Eugenics seems to say that the color of someones skin can determine how smart someone is or can be. Its not the same as engineering intelligence but its a scary though in many ways.
