  3.  @stoneyswolf  Carrot and stick --- Tax manufacturers to incentivize them to change their behavior and make products 100% recyclable and also pay to put policies and processes in place to deal with the existing problem of plastic waste polluting out environment. It is in our water, on our land and in our food supply. It is also now found in human tissues. This must be addressed.
