It might be more resilient its still stagnated economically losing a decade while the rest of the world surged ahead. Not going to act like that's everyone France has benefited from there African satellites growing fast and eastern Europe only slowed but outside of that there's not alot.

Population wise germany would actually be smaller or about the same due to the soviets deporting all the germans living in eastern europe to eastern germany. This includes regions never under german rule like transylvania or the volga river.

France has a few other problems being spread so thin in africa Along with tensions with turkey France will overextend if it were to open another front on the mainland. Because of this there will be another power in north central europe I'll guess poland or if romania deregulates there fracking industry and has another oil ecconomic boom I could also see romania.

@declanfeeney7004 I could also see romania have a fracking boom if they were to lift there crazy regulations and could use that to build up something but thats a strech. Poland also has beeing doing stuff now but Im not sure if that will last.

A EU army will face the same issues the austro-hungarian army faced to the extreme. Language barrier would be a major flaw
