Normal hot air passenger balloons work by heating air to rise or fall. Winds at different altitudes blow in different directions and Balloon pilots use this to get some semblance of steering such as it is its why they have Chase / Recovery vehicles because they're never sure where they will land. Weather balloons eventually lose their gas and decend. They are not fitted with self destruct mechanisms for 2 reasons if it fly's over a country it is an ARMED AIRCRAFT a violation and they may encounter aircraft not to say its payload would not wreck a jet if they collide .
