  1. Your theory is flawed normally if you exchange money say £ to $ the country will have dollars on hand no problem. You can't magically convert £ to Roubles they must PAY IN ROUBLES means they must have them on hand to transfer. They will have to buy Roubles with gold or send money to Russia and ask for Roubles in exchange. So the next transaction takes place entirely in Roubles. So when Russia purchases they pay in Roubles against your currency.
