  1. I think that if they are allowed the increase they should be required to present absolute proof the money is used as intended. For instance all service upgrade workorders must he accompanied by helmetcam footage and inspection paperwork showing the work was done and certified. If forward progress is not verifiable within one year, DTE should be required to refund its endusers at the rate of increase plus interest and also be required to reduce its rates to affordable levels. Talk is easy, action is not.
