made to hold a referendum."
So the words of one of the organizators contradict with your words, on 20 January 1991 referendum in Crimea
people were making a decision whether they rejoin Russia and leave Ukraine or stay within boarders of Ukraine.
93% Crimeans with turnout 80% decided to rejoin Russia and leave Ukraine.
